I'd say yes as far to the equity issue. As far as how the ball lies I could care less myself as I think it adds intrigue to the shot making similar as it would be if you were playing in a cow pasture or sheep pasture as when the game was originated. The only real issue is someone could have played a shot from the exact same place before you and they would not have had to play from a divot and yet you do which is an equity issue. If a fairway is somewhat considered the ideal playing position for a well struck drive then why should one be rewarded and one be given a bad lie for hitting to the exact same spot on the fairway? Again I could care less but it does pose the inequittable comparison. I wouldn't have a problem allowing the rule to allow for drops in the case of a divot but the same would have to be done if one lucked out and had their ball land in a divot in deep rough giving them a cleaner lie.
