I don't think either is a penalty. I think there are restrictions regarding the circumstances under which you can use a damaged club though. I think you can still use a damaged club if it's altered by normal usage only. I'm probably wrong about all of this, though, and I'm sure one of our rules gurus will be in here soon to straighten us out.
