The bad thing is, depending on your host, they probably couldn't care less that you'll move. In all honesty, if you move, it will likely free up some bandwidth for them and everyone else using the host (who are likely experiencing slowness) will be happy.
Take it from someone with experience, if you're having problems, just leave. They may put a band aid on the problem to make you happy, but it will return.
