I've heard other people suggesting similar, but they've known the drug testing was coming for more than six months, so my own personal opinion is that if he was genuinely worried about that, then it would have been somewhat easier to stop six months ago, rather than miss out on two majors and the rest of the season.
I don't know the details of the testing policy, but I wouldn't be surprised if they could go test Tiger during this period anyway. I can't believe he would take a risk like that. Not to mention that if there's actually nothing wrong with his knee, that's a lot of people you have to keep quiet who would make huge stacks of cash by selling the story to the newspapers.
