Sort of a rules question

Back in 1998, I was at Birkdale watching the Open Championship. I was following O'Meara round in I think round 2. He was playing the 11th hole and had hooked his drive into a stream that ran down the left of the hole. To the right of the stream was thick rough, then the fairway. To the left of the stream was a spectator area, which is where I was standing. O'Meara got down there, figured out where his ball had gone in and dropped it in the thick rough, then hacked it back to the fairway and went on to make a double bogey 6. It occurred to me about two minutes later that he could have dropped it on the other side of the stream (it was a lateral water hazard), on the spectator area, where the grass was beaten down flat and he would have had a good shot at the green, quite possibly saving him a shot. So to my question:

If I had been a little quicker of mind, it may have occurred to me before he dropped it to say something like "er, Mr O'Meara, I believe you can drop that on this side of the stream". If you found yourself in that situation, would you say something or would you be concerned about maybe being wrong and interrupting him in his business?

For what it's worth, if someone came up to me off the street and told me I was doing my job wrong, I'd be highly likely to ignore him and get on with it anyway, together with a mild irritation that someone had bothered me about something I obviously knew better than they did. At the same time though, I can't help wondering if I could have saved him the bother of a playoff.

Situation with Dustin Johnson receiving penalty for grounding his club in hazard

Well, even though the players were given sheets before the tournament boldly specifying bunkers would be found outside the ropes, when you see the replay of what transpired from the air, it is hard not to side with Johnson, imo. You can see literally hundreds, if not thousand or more people shoulder-to-shoulder surrounding that entire area where the ball was. I can only imagine that spectators should not be allowed to stand within a few feet of you if you are in a hazard. There was a wall of people that seemingly parted a few feet around the ball and other than that, it was a mass of humanity.
