Can't say without being there. Most cases you ground your club near the ball and it moves, it's a penalty. That's just how the rules works. But it isn't universal and the case has to be taken on it's own merits. Just tossing out a hypothetical like that is meaningless because in order to make a ruling the situation has have been observed by someone.
